Summary
La Chira Wastewater Treatment Plant (and Marine Outfall) will treat the sewage in the south area of Lima with a capacity of 11.3 m³/s. It is located in the district of Chorillos, which is in the southern part of the province of Lima, Peru. The plant will benefit approximately 2,655,220 people located in Lima´s southern neighborhoods of Villa El Salvador, Miraflores, Barranco, Chorrillos, Santiago de Surco and San Isidro and includes a 3.5 km long submarine emitter and a derivation canal in case of emergency. The intent of the project is to achieve nearly 100% of wastewater treatment promoting cleaner beaches. The Wastewater Treatment Plant works in conjunction with existing wastewater infrastructure by being situated adjacent to the Proyecto Interceptor Norte, the largest wastewater collector of Lima, which merges the wastewater from Surco and Circunvalacion collectors, and unloading it into the sea at approximately 200 meters off the coast of Chorillos, reducing the amount of contamination to the sea and to the beaches of Chorillos, Barranco and Miraflores. In general, improvements to water quality will stimulate sustainable growth and development and encourage new economic activities such as artisanal fishing. The project team has designated a Local Development Support Program dedicated to promoting activities that will improve the social and economic conditions of the local population. The project will be designed, built, operated and financed by Consorcio La Chira S.A. through a 25-year public-private partnership agreement with the Peruvian Ministry of Housing, Construction and Sanitation. Consorcio La Chira S.A.,a partnership between Acciona Agua S.A.U. and Graña Montero S.A., is in charge of the project’s three periods: construction, operation and dismantling and will invest approximately US $ 161 million. The 25 years operation contract can be extended to 60 years, and abandonment and dismantling phases will take place over a 6-month period after 100 years. The project expects to reduce water contamination by achieving the water quality Environmental Quality Standards.
